NATOA Challenges FCC's Third Report and Order

NATOA files an Intervenor Brief and Reply Brief, along with the City of New York, the Florida League of Cities and several Florida cities, challenging the FCC’s Third Report and Order that allows cable operators to deduct from franchise fees the fair market value of most cable franchise requirements and largely preempts states and local governments from regulating the non-cable services and equipment of franchised cable operators.
