Ceilidh Gao

Ceilidh Gao (pronounced “Kay-Lee”) is a Senior Research Associate at the Communications Workers of America (CWA). CWA is a labor union representing workers who build and maintain broadband networks, and our members support digital equity, universal service, and safe broadband deployment.

We are active on policy issues at the FCC, on the Hill, and at the state and local level. Our priorities include USF contribution reform, Title II reclassification, service quality, safety and pole attachments, apprenticeships and workforce development, and BEAD implementation.

The rights of way and poles are our members’ workplaces, and we thank NATOA members for their work every day in ensuring public accountability and safety! We are happy to connect, please reach out.
