Barry Fraser

Bio:

Barry Fraser has served as General Manager for the Bay Area Interoperable Regional Communications Systems Authority (BayRICS) since its start-up in August 2011.  BayRICS is a joint powers authority representing San Francisco Bay Area public safety agencies across seven counties and over 100 cities.  Barry is responsible for planning regional communications systems including wireless broadband networks for public safety, and working with State and federal stakeholders to deploy “FirstNet,” a nationwide public safety broadband network.  Barry also serves on the California First Responder Network Authority (CalFRN) Board of Directors. 

From 2007-2011, Barry worked for the City and County of San Francisco Department of Emergency Management and Department of Technology, where he advised city leadership on telecommunications matters, including strategies to enhance broadband deployment and adoption. He also worked for the County of San Diego from 1998-2006 as Cable Franchise Administrator and Assistant Director. 

Barry has earned a master's degree in Radio and Television from San Diego State University and a law degree from the University of San Diego School Of Law. He is a member of the California Bar, the Association of Public-Safety Communications Officials (APCO) International and the National Association of Telecommunications Officers and Advisors (NATOA).  Barry served on the NATOA Board of Directors from 2009-2013 and currently chairs NATOA’s Public Safety Technology Committee and represents NATOA on the FirstNet Public Safety Advisory Committee (PSAC).
