Jodie Miller has been the Executive Director at Northern Dakota County Cable Communications Commission (“NDC4”) and Town Square Television since 1993, serving the seven cities of Inver Grove Heights, Lilydale, Mendota, Mendota Heights, South St. Paul, Sunfish Lake, and West St. Paul in suburban St. Paul, Minnesota.

NDC4 and Town Square Television operate a combined PEG facility with a staff of 15. Together with independent contractors, volunteers, and community organizations, they program seven cable channels with a mix of professional and public access productions. Current major projects include preparing for franchise renewal and updating the 3-5 year strategic plan. NDC4 administers the franchise-required Comcast all-fiber I-Net connecting 12 institutional entities with 41 sites on the network.

Miller serves on the NATOA Board of Directors, co-chairs NATOA’s policy & legal committee, and was just elected NATOA's President-elect to serve behind incoming President Tony Perez. She co-chairs the legislative committee of NATOA’s Minnesota chapter MACTA, and has served as a MACTA board member and President. Miller also sits on the League of Minnesota Cities Telecomm Task Force, and has board experience with the chamber of commerce and the local non-profit food shelf. Town Square Television is a long-time member of one of NATOA’s sister organizations, the Alliance for Community Media.
