Bio:

Cece Hughley Noel is the Executive Director of Portland Community Media and in that role is responsible for overseeing all operations of the organization, including fiscal management, human resources, board governance and staff supervision. Portland Community Media provides training in video production for the general public, nonprofits and youth and programming for six cable channels in Portland, Oregon.  In 2009, Cece came to PCM and successfully managed the launch of PCM’s SmartAccess program. A Portland native, Cece became involved with PCM after helping produce a talk show for former Portland City Commissioner Dick Bogle in 1992 when she was a member of his staff. Previously, Cece served as  Executive Director a Southeast Uplift Neighborhood Coalition, in Portland, Oregon,  serving twenty neighborhood associations, community and business groups to increase their capacity to influence local decision making and promote participatory democracy, governance, volunteer management and fund development.  She holds a BA in Human Resources Management and a minor in Communications from George Fox University. She also earned a technical degree in Cable and Community Television from Mt. Hood Community College.
